Job Type: Regular Division Administrator RAND is seeking a Division Administrator to support the RAND Health and Education, Employment and Infrastructure divisions who will have oversight for a wide variety of detailed financial and/or operational activities under a moderate level of supervision. The Division Administrator independently monitors financial data and manages moderately complex to advanced budgets to support research activities across various contract and grant types, commercial, and foundational clients. They are responsible for administrative tasks which may include conflict of interest reviews, assistance with HSPC related tasks, database management, internal communication facilitation, quality assurance monitoring of QA procedures for research projects, and project description coordination. The Division Administrator is expected to possess a foundational understanding of the financial and operational policies, procedures, and practices, enabling them to anticipate and use independent judgment to respond to internal client needs. These positions are expected to support and contribute to cross-divisional and internal team trainings and work on limited process-focused improvements. Additionally, these positions may serve as a point of contact for a program or center. May perform any or all of the following duties: 75% Manage financial and administrative aspects of awarded projects Participate in project kick-off, midterm, and closing meetings; and troubleshoot issues under moderate supervision. Create, revise and review project budgets; generate, review, and approve requisitions; and monitor project spend rates. Identify changes to approved budgets that require client approval and notification. Ensure fulfillment of cost share commitments. Monitor award expenditures for allowability, allocability and reasonableness throughout the period of performance. Ensure proper documentation exists and is retained to support appropriateness of expenditures. Develop and communicate reports supporting project status; create forecasting models, scenarios, and decision aides for division management. Using their knowledge and understanding, independently review and approve subcontract requisitions and invoices, revising budgets as needed. Serve as primary contact and resource for inquiries from stakeholders (e.g., division management, project leaders and other research staff, and RAND support departments). 25% Other Responsibilities Provide guidance to research staff on policies and procedures and identify and recommend process improvements. Participate in reviews of standards, publications, procedures, tools, and processes coinciding with the performance of quality assurance (QA), regulatory and/or compliance activities. Perform other assigned tasks as necessary. Qualifications Excellent computer and analytical skills, and demonstrated proficiency with Microsoft Office, including Excel. Experience working in databases and enterprise applications. Excellent written and verbal skills dealing with a variety of staff levels. Experience working on contracts and grants. Experience working on federal contracts and “FAR” (Federal Access Regulations). Ability to maintain sensitive and confidential information appropriately. Knowledge of various financial and non-financial agreements, and how they influence all aspects of project implementation, administration, and compliance. Ability to communicate with internal and external partners clearly and effectively, remotely and in person. Experience Minimum 8 years of relevant experience; 4 years preferred (with a bachelor’s degree). Education High school diploma required; bachelor’s degree preferred. Location Santa Monica, CA, Washington DC, or Pittsburgh, PA. This is a hybrid role. Salary Range : $64,400 - $96,100 RAND considers a variety of factors when formulating an offer, including but not limited to, the specific role and associated responsibilities; a candidate’s work experience, education/training, skills,   expertise ; and internal equity.   The salary range includes base pay plus RAND’s   sabbatic   pay (which provides   additional   compensation above base pay when vacation is taken).
