Job Description: Position Purpose Summary: Under the Executive Director's direction, the Facilities and Environmental Services manager contributes to the ongoing operation and maintenance of the facilities to ensure they are managed safely, efficiently, and environmentally responsible . The Facilities and Environmental Manager is responsible for the Housekeeping, Laundry and Maintenance departments. They are also responsible for the operation, maintenance, and preventative maintenance. The Manager, Facilities and Environmental Services, is required to perform their duties in a manner consistent with the Salvation Army Meighen Health Centre’s core values, ensure resident safety, and demonstrate customer service excellence while responsible for planning, implementing, and evaluating programs and services provided to the residents. Accountabilities: The Manager of Facilities and Environmental Services works under the supervision and direction of the Executive Director. The Meighen Health Centre comprises two buildings: a Long-Term Care (Isabel and Arthur Meighen Manor) with 168 beds and a Seniors Supportive Housing (Meighen Retirement Residence) with 69 units. The facility is owned and operated by The Salvation Army. The incumbent is accountable for the following: interior and exterior building structures, grounds, and furnishings, mechanical systems, equipment and telephone systems, computerized building automation and security systems (video cameras, alarm systems, locks, doors, pass-cards, fingerprint identification), heating, ventilation, and air conditioning (HVAC) systems (air and fluid filter changes, chemical tests of the water/glycol, etc.), plumbing, electrical systems, the diesel generators, kitchen facilities (in conjunction with Food Services Manager: compressors, fridges, freezers, stoves, convection ovens, etc.), Health and Safety, Fire Safety, WHMIS and Emergency Procedures, Infection Prevention and Control (IPAC) requirements. Manages housekeeping, waste disposal, pest control, laundry services, and interior and exterior building maintenance. Provides hands-on supervision of approximately 30 staff in laundry, housekeeping, building maintenance and over 15 licensed tradespeople. Develops, recommends, implements, and communicates regarding operational plans, departmental and capital budgets, service manuals, reports, statistical information, records, training and orientation, policy and procedures for environmental services, building operations, as well as health and safety, emergency, WHMIS and fire safety programs that will enhance the safety, security and maintenance of the physical plant in support of Meighen Health Centre’s (MHC’s) mission, vision and values and accordance with legislative and regulatory requirements and professional standards of practice. Develops and implements benchmarks for environmental services and building operations. Identifies and implements best practices, solves challenges, strives for continual improvement and partners with cross-functional managers. Purchases supplies and equipment and ensures inventory control. Performs direct environmental and building operations services when required. Responds to maintenance requests promptly Responsible for the routine preventative maintenance inspection, maintenance, repair, and installation of all mechanical and machine-operated devices, including, but not limited to, light fixtures, fans, beds, air conditioners, kitchen equipment, and mechanical plumbing Coordinate and supervise mechanical and electrical repairs to equipment such as HVAC units, kitchen equipment, therapeutic tubs, sterilizers, clothes washers and dryers, dishwashers, light fixtures, etc. Ensures that supplies are received, stored, and redistributed to appropriate departments Coordinate inspections and safety tests on all electrical systems, e.g., electrical, lighting, generators, alarm systems, HVAC, communication & medical equipment Supervise general maintenance and the normal operation of all related plumbing systems Troubleshoots pumps, boiler systems, chillers and air handling units Supervise MHC staff and premises to prevent fire, theft, vandalism, and intruders Conducts inspections: checks for unlocked doors, broken and unlocked windows, malfunctioning security equipment, blocked doors, fire exits, property damage, unusual odours, and smoke Acts on all MHC Code procedures to assist with a resolution where needed Is thoroughly familiar with the MHC fire alarm system and can respond appropriately Supervises cleanup of grounds and snow removal Helps to remove snow from roads, fire routes, parking lots, sidewalks, steps, and stairs if needed Ensures all sand and salt containers are repaired and full Maintains hand tools related to grounds and repairs Ensures the maintenance of the building exterior, interior, and grounds, as appropriate Develop project plans for construction and renovations for improvements Delegate project tasks to staff and contractors to best suited to complete them Track project performance and analyze deliverables against requirements Ensure budgetary objectives are met, adjusting as needed Oversee stakeholders to ensure that work stays on budget and schedule MANAGERIAL/Technical Leadership RESPONSIBILITY : Reports directly to: Executive Director Direct reports for this position: 30 Adheres to MHC’s vision, mission, and values Follows MHC’s infection prevention and control policies and procedures Actively participates in the Continuous Quality Improvement/Risk Management Program Represents MHC in a positive manner Maintains a safe living and working environment through compliance with policies and procedures, rules and regulations governing facility safety and safety in the workplace. FINANCIAL AND MATERIALS MANAGEMENT: Ensures budget control by appropriate utilization of all supplies and equipment Reviews contracts and billings on an ongoing basis Utilizes assigned equipment and supplies appropriately as per policies and procedures. WORKING CONDITIONS: This role is located in a senior congregate setting and may be subject to working in outbreak conditions (COVID, other respiratory, enteric etc.) May encounter cognitively impaired residents Interacts with families, staff, and volunteers The above responsibilities must be performed in keeping with The Salvation Army’s Mission, Vision and Values, professionally, upholding our code of conduct. Education and experience Qualifications: Education, Qualifications and Certifications: Completion of a formal post-secondary/college program of one academic year, e.g., college Diploma in Facilities Management or equivalent education/experience or Building Environmental Systems Operator - Class I and Class II or equivalent education/experience Annual WHMIS training/certification Current certification in First Aid/CPR Alternative combinations of education and experience may be considered Experience and Skilled Knowledge Requirements Experience with Universal Precautions Minimum of three (3) years of environmental services experience, including preventative maintenance experience for all building components and architectural, electrical, mechanical and HVAC systems. Minimum of three (3) years of management and supervisory experience. Experience starting up, maintaining, and troubleshooting boilers, heating, and ventilating systems, plumbing and domestic water systems, electrical and safety/emergency systems safety and efficiency. Two years’ experience working with Fire & Safety Codes, WHMIS, Health & Safety and Joint Health & Safety Committees Excellent risk management skills, recognizing potential building and environmental safety hazards for staff, residents, and visitors. Knowledge of computerized preventative maintenance software. Advanced computer skills in Microsoft Word and Excel. Demonstrated leadership skills, including experience setting and achieving goals and objectives; budget control, problem-solving, conflict resolution and adequate human and fiscal resource management. Current knowledge of issues and trends, including best practices in environmental and building services Excellent written and verbal communication skills in English. Demonstrated commitment to treating others with respect and dignity. Excellent interpersonal communication skills, including counselling and mentoring staff.
