Under direction of the Executive Director, with wide latitude for the exercise of independent initiative and judgment, serves as the Coordinator of the Highway Inspection & Quality Assurance (HIQA), Newsracks & Defacement Encroachment Unit, performing exceptionally difficult and still more responsible supervisory, analytic, and specialized administrative and management work. Daily functions include supervise, train, and evaluate support and field inspection staff assigned to the Unit, ensuring efficient workflow and compliance with established policies. Monitors and manages Newsracks placements, removals, and compliance with statutory requirements; assigns and reviews complaints in violation of the NYC Administrative Code 19-138(b), 19-133 and 19.133.1; address complaints from the City’s 311 Dynamic System, ART’s complaints and other sources by phone or email; assigns inspectors accordingly to authenticate the validity of the complaints and customers are notified in writing of violating NYC Administrative Code for Newsracks, Defacements and/or Encroachments; conducts operational studies, quantitative analysis, and reviews program plans and performance; makes recommendations on policy and procedures, and provides authoritative interpretation of complex problems; prepares quarterly, monthly, and yearly reports; works with DOT IT DASH support team to implement system enhancement and/or assist in developing electronic application for improved functionality; prepares performance evaluations, tasks/standards, probationary reports, and takes appropriate disciplinary action when needed by submitting required documentation; responds in a timely manner to administrative/operational requests from HIQA’s Executive and/or Administrative Staff; approves timesheets, attends meetings with other units, divisions, and agencies; attends training classes, workshops, seminars as needed.PRINCIPAL ADMINISTRATIVE ASSOC - 10124
