The incumbent is relied upon to contribute to the implementation of a durable solutions strategy. Contributing to fostering an environment to enhance partnerships is a critical element of the work, as are activities designed to strength the involvement of refugee communities and their hosts in the design and implementation of solutions strategies. All UNHCR staff members are accountable to perform their duties as reflected in their job description. Duties - Provide counselling to refugees and other persons of concern (POC) about their durable solutions needs. - Interview candidates for voluntary repatriation and prepare documentation for their return, in line with Voluntary Repatriation SOPs. - Interview candidates for local integration and prepare the appropriate documentation for onward submission to local authorities or partners, in line with Local Integration SOPs. - Participate in identifying resettlement needs of refugees, in line with Resettlement SOPs. - Assist in updating the electronic database for resettlement, voluntary repatriation and local integration, in line with Standard Operating Procedures. - Process documentation to ensure that POC receive the documents required for their durable solutions in a timely manner. - Prepare statistical and ad-hoc reports to ensure accurate information is available and shared with relevant offices and partners. - Interview and advise on the appropriate durable solution to be provided to POC. - Prepare documents relating to durable solutions. - Enter information into available database, in line with SOPs. - Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Every year, millions of men, women and children are forced to flee their homes to escape conflict and persecution. UNHCR currently operates in over 130 countries, using its long expertise to protect and care for millions. The UNHCR Multi-Country Office (MCO) based in Italy oversees operations in Italy, the Holy See, Malta, and San Marino—countries situated at the crossroads of Europe, North Africa, and the Middle East, and characterized by diverse asylum systems, distinct legal frameworks, and varying capacities for refugee protection. This sub region plays a pivotal role in migration and refugee movements to Europe, particularly through the Central and Eastern Mediterranean routes. Irregular arrivals by sea and land, secondary movements, and complex protection needs place continued pressure on national asylum and reception systems. Although the number of arrivals fluctuates, the centrality of these countries in broader European migration dynamics remains constant. Italy and Malta, in particular, continue to serve as primary entry points to the EU for persons seeking international protection. Their geographic proximity to North Africa positions Italy as a key actor in search and rescue (SAR) activities and in receiving persons rescued at sea. San Marino and the Vatican City, though not primary asylum destinations, are engaged partners in refugee protection through political advocacy, moral leadership, and resettlement or complementary pathways, especially under community sponsorship and humanitarian corridors supported by faith-based organizations. Since 2016, Italy has successfully experimented with a wide variety of innovative entry routes thanks to which around 10,000 refugees and persons in need of international protection from around 25 countries have found protection. Italy plays a key role on this issue, as emerged during the recent Global Forum on Refugees. In the context of humanitarian pathways, the experience of emergency evacuations from Libya is unique, given that Italy was the only country to organise such life-saving operations. Moreover, the experience of humanitarian corridors is an excellent example of collaboration between authorities, international organisations and civil society organisations that accompany people on their path to inclusion in Italy. Other innovative initiatives concern education pathways and in particular the university corridors for refugees, which in six years have involved 45 universities offering over 250 scholarships to refugees in different African countries. More recently, since Law 50/2023 came into force, UNHCR has been working with the Ministry of the Interior, the Ministry of Labour, the Ministry of Foreign Affairs and International Cooperation and a number of other actors to fully implement the opportunity for refugees and stateless persons first introduced in the Flows Decree by the law itself. Efforts focused on “extra-quota” mobility, i.e. the possibility for a refugee to enter Italy following a training course. These pathways are complementary to resettlement, which is historically one of the durable solutions that the UNHCR offers, together with the countries of destination, to refugees, with the dual benefit of constituting an instrument of protection for those who live in contexts where it is very difficult or impossible to achieve integration at the local level, and a concrete form of international solidarity towards those countries of in the world that receive the largest number of refugees. In this context, the Senior Durable Solutions Assistant, based in Rome, will report directly to the Senior Durable Solutions Associate, also based in Rome. The incumbent will carry out the duties outlined in the standard job description and will play a key role in the Italian resettlement programme, as well as in the management and expansion of humanitarian pathways, with a particular focus on emergency evacuations. The position will be embedded within the Ministry of the Interior, Resettlement Unit, with a specific focus on resettlement operations, humanitarian admissions, and emergency evacuations from Libya. The incumbent, deployed some days per week at the Minister of Interior, will provide operational, coordination, and analytical support to ensure the timely delivery of activities, adherence to quality standards, stakeholder alignment, and effective monitoring of project implementation. In particular, the role will support coordination with the Ministry of the Interior (Resettlement Unit) and UNHCR operations in countries of asylum in relation to the definition and periodic revision of the Italian resettlement pledge; the submission and follow-up of Resettlement Registration Forms (RRFs); and the timely transmission, tracking, and quality control of case documentation and responses to additional information requests. Additional responsibilities include participation in airport information sessions for resettled refugees; facilitating initial protection briefings and the identification of specific needs; contributing to monitoring missions in SAI reception facilities, including drafting mission reports and follow-up actions; assisting in the organization of Focus Group Discussions (FGDs) with resettled refugees and supporting the analysis and reporting of findings; and supporting initiatives aimed at promoting access to integration pathways, particularly in the areas of employment inclusion, education, and social orientation. The incumbent will also contribute to the planning and implementation of humanitarian admissions and evacuations from Libya by supporting coordination with all relevant stakeholders; assisting with the management and transmission of referrals; supporting pre-departure arrangements (including passenger lists, visas, fitness-to-travel clearances, and exit procedures); preparing and disseminating information materials for beneficiaries; supporting UNHCR Libya in the organization of charter flights; and assisting with reception activities at Fiumicino Airport through coordination of a UNHCR Multi-Functional Team. Finally, the incumbent will support the RST and CP team in managing existing complementary pathways (including education, labour, and family reunification) and in exploring new opportunities, with a particular focus on legal aspects such as visas, travel documents, and residence permits. This support may include information provision, training activities, and other tasks as required by office needs. Living and Working Conditions: Rome is a HQ Duty Station. Italy has a strong UN presence (more than 10 Agencies Programmes and Funds totaling more than 6'000 staff) and is offering high standard of living conditions and relatively high cost of living. There is no RC System hence no formal inter-agency coordination system other than the DO for Security related matters. FAO leads the UN team and collaborates closely with Rome based WFP and IFAD HQ. The Italian authorities will issue a visa and residence permit to UNHCR international staff members. Before arriving at a new duty station, finding an accommodation will be a priority. There are some limited facilities to access Duty Free privileges. Buying a new vehicle is a lengthy process while buying second hand is even more complex. The public transport system is relatively reliable, and most colleagues have elected to reside in the office neighborhood. A valid driving license issued by a European Union/European Economic Area (EU/EEA) member state is automatically accepted in all other member states. People with EU/EEA-issued driver's license who take up residence in Italy are not required to exchange it for an Italian license. Holders of a standard driving license issued from a non-EU/EEA country may drive in Italy using the foreign license for up to one year after obtaining residency. Medical care is up to international standards. UN International expatriates are covered by the medical insurance provided from their workplace. No additional medical coverage is required. A list of English-speaking doctors can be provided, upon request, by the FAO Medical Services. There are several international schools in Rome. The academic year for schools in Italy is from September to June. Generally, schools have long waiting lists and it is advisable to register your child at school as soon as possible.
